Overview
Thailand removed cannabis from its narcotics list in 2022, briefly creating one of Asia's most permissive markets. Since then the policy has tightened repeatedly. As of 2026 cannabis is not a narcotic but is regulated as a 'controlled herb' (สมุนไพรควบคุม) under the Protection and Promotion of Thai Traditional Medicine Knowledge Act B.E. 2542 (1999) through Ministry of Public Health notifications, and government measures increasingly restrict supply to medical and health use — for example requiring a medical prescription to buy cannabis flower. A comprehensive Cannabis and Hemp Act to replace this patchwork has been debated for years but remains unpassed, so the framework is set by ministerial notifications that can and do change. Recreational use is not sanctioned, and this is one of the most fluid areas of Thai law — always confirm the current rules before relying on them.
