Petroleum Act Section 4 — Definitions
Petroleum Act (พระราชบัญญัติปิโตรเลียม) — Section 4.
Plain-English Summary
Section 4 defines petroleum activity ("กิจการปิโตรเลียม") as exploring for, producing, storing, transporting, selling or distributing petroleum. "Petroleum" covers crude oil, natural gas, natural gas liquids, by-product substances and other naturally occurring hydrocarbons in a free state (solid, viscous, liquid or gas), including heavy hydrocarbons that can be brought up directly from a deposit using heat or chemical processes; it excludes coal, oil shale and other rock that must be distilled to yield oil. An exploration block ("แปลงสำรวจ") is an area fixed for petroleum exploration and a production area ("พื้นที่ผลิต") is an area fixed for petroleum production. "Kingdom" includes the continental shelf to which Thailand is entitled under generally accepted international law and treaties with foreign states.

Petroleum Act
พระราชบัญญัติปิโตรเลียม · B.E. 2514 (1971)
The Petroleum Act B.E. 2514 (1971) governs the upstream petroleum industry. It declares petroleum to belong to the State and requires anyone exploring or producing it to hold a concession, a production-sharing contract or a service contract (Section 23). It regulates exploration blocks and production areas, the Petroleum Committee, royalty, the special remuneratory benefit, decommissioning and penalties, and gives a role to the Department of Mineral Fuels. Petroleum income is taxed under the separate law on petroleum income tax, which the Act cross-refers to.
The summary above is a plain-English educational paraphrase of Section 4 of the Petroleum Act. It is not an authoritative translation.
