Overview
E-cigarettes, vapes, IQOS, and all Electronic Nicotine Delivery Systems (ENDS) are completely illegal in Thailand. The ban covers import, export, sale, possession, and use. Despite visible use in some tourist areas, enforcement is active and penalties are severe. Thailand's Public Health Ministry has repeatedly rejected legalization proposals. This is consistently the #1 legal trap for foreign tourists.

Important Notes
The ban applies to ALL vaping devices regardless of nicotine content — even zero-nicotine devices are illegal.
Heated tobacco products (IQOS, glo) are also banned under the same regulations.
Customs officers at airports actively search for vaping devices in luggage.
Police in tourist areas conduct random checks and confiscate devices.
There is NO medical exemption for e-cigarettes in Thailand.
Enforcement is inconsistent — some tourists receive informal fines without receipts. Always request official documentation.
Refill liquids and cartridges are also illegal to possess or import.
