Note that a standalone Cannabis and Hemp Act has been through repeated drafts but has not been enacted — cannabis is instead regulated through ministerial notifications, which have tightened materially since 2024 toward medical and health use only. Drug offences remain among the most severely punished in Thailand, with Category 1 substances (heroin, methamphetamine, MDMA) carrying penalties up to life imprisonment or death.
