Restaurant Licensing Checklist for Thailand
Complete checklist for obtaining all required licenses and permits to open and operate a restaurant or food business in Thailand.
Document Checklist
Register a Thai limited company
Foreigners must operate through a Thai company (minimum 51% Thai ownership) unless BOI promoted or under a treaty.
Obtain FDA food operator license
Apply to the Thai Food and Drug Administration for a food production/sale license. Required for all food establishments.
Local health and sanitation permit
Apply to the local district office (Tessaban or Or Bor Tor) for a health/sanitation permit. Inspectors will visit.
Fire safety certificate
Obtain fire safety certification from the local fire department. Requires fire extinguishers, emergency exits, and fire escape plans.
Building use permit (Ror. 4)
Ensure the building has the correct occupancy classification for a restaurant. Conversion from residential may require a new permit.
Alcohol license (if applicable)
Apply to the Excise Department for an alcohol sales license. Type 1 for restaurants, Type 2 for entertainment venues. Fees vary.
Signage permit
Outdoor signs require a permit from the local authority. Fees based on sign size. Thai language required on all signs.
Tax registration (VAT if revenue exceeds THB 1.8M)
Register with the Revenue Department. VAT registration is mandatory if annual revenue exceeds THB 1.8 million.
Employment registration with Social Security Office
Register all employees with the Social Security Office within 30 days of hiring. Contribute 5% of salary.
Waste disposal contract
Arrange a commercial waste disposal contract with the local authority or licensed waste collector. Required for food businesses.

Operating without an FDA food license — penalties include fines and closure orders.
Not obtaining an alcohol license before selling alcohol — this is a criminal offense with fines up to THB 10,000.
Ignoring fire safety requirements — violations can result in closure and criminal liability if accidents occur.
Using a residential building without converting the occupancy permit — authorities can order you to close.
Not registering for VAT when required — the Revenue Department imposes penalties and surcharges for late registration.
